It solely the size of the market… there aren’t enough being sold even on a world wide scale to benefit economies of scale such as home hardware or automotive fittings.     No source will be cheap, but quality will very.

I know of no source for off the shelf tiller heads such as fit our boats.  They’re all short run semi-custom work.

Tern’s people would do a superb job, but they’d be starting from scratch and having to make an initial pattern… and that is not cheap.    I’ve seen good work done where missing metal is built up with brazing, then machined to spec.   Perhaps that’s the best way for you to go at this point.
