I had a rigger teach me to use shaving cream/gel when replacing delrin ball bearings. Washes right out.

Might brass work? Brass shim stock is easy to find at machinist supply
stores, and perhaps a car parts store?

Seem to recall that the tiller head bolt is 3/8", at least I used a 3/8"
drill bit to drill the aluminum to fit the bolt.

A UHMW washer may also be a good choice. A bag of them is just a few
dollars an will not wear the rudder stock.
