I would be hesitant about through bolting the cutlass bearing bolts.  As
you noted, the old ones corroded through or could possibly leaving you with
holes through to the interior and possible sinking.  I think I would rather
use threaded inserts as a repair or drill the holes to the next larger size
and tap new threads...  My cutlass bearing bolts were nearly corroded
completely away when I did my bearing replacement too.
