One should never use an automotive type (Wal-Mart) charger on a boat that is in the water. It is not designed to be fully isolated and will create a ground loop resulting in electrolysis. If you want an inexpensive trickle charger, it is best to get a marine type like this one: https://www.westmarine.com/buy/west-marine--automatic-2a-battery-charger--14982037?recordNum=4

We use a cheap ( $15 at Wal-Mart) trickle charger plugged into shore power at our pier. We also use an automatic 110 volt bilge pump just in case she were to take on water. Same system since 1992. Works well.
