Frankly I suspect it was a rudder replacement done elsewhere sometime in the boat's past. To my knowledge, Whitby never used anything but Bronze for rudders.

I too have never come across an A30 nor any Whitby boat with a steel rudder stock… I expect what you’ve got is a stainless steel one. As George describes, even 316 is not immortal in salt water, although in fresh water it could be described in such terms.
