Progressive was the same.  When our old "real marine" insurance company raised our rates to 1/4 of the value of the boat, I shopped around and they had teh best deal even though our homeowners and auto was with Metropolitan.  We eventually switched our auto to them as well.  I've never filed a claim, but I have no reason to think that they won't pay out as well as anyone.
