[Public-List] What is the ballast bedded in?

I had thought that if worse came to worse, I could make a cut in one side
of the keel, remove the cast iron block sideways, have it sandblasted, coat
it in epoxy, slide it back in, fibreglass over the hole and pour epoxy down
from above to seal it. Obviously a huge job, but is there any other option?
