Hi Wade,
I did this repair about 3 years ago. The tank was not only leaking along the aluminum cover and rivets but also from a crack at the very bottom where the tank sides meet in a V. I first grinded down the gelcoat of the tank at the bottom V crack and repaired it with fiberglass tape and epoxy. I also sanded the inside of the tank and aluminum cover with 120 grit sandpaper and applied 2 coats of BarRust 233H epoxy coating. This seals the tank and cover. I also made a 6 inch hole in the cover and fitted a plastic inspection port for cleaning. I re-drilled and tapped all the holes for the cover to accept 1/4-20 machine screws. I used 3M 4200 to seal the cover to the tank. Since then, I have had no leaks and the tank is staying nice and clean.
I hope this helps,
Marcelo
