Yes, that is where I place bronze washers to take up the clearance.  If the holes where the bolt is are elongated then you need to drill out a slightly larger hole and use a bushing around the original bolt. If the bolt is worn, just replace the bolt.  In some cases one might have to do all three to regain the sensitive feel you like to have at the tiller.
