<P>I don't think it is necessary to unstep the mast on a regular schedule, unless there is some reason such as overhead lines where the boat is kept for winter storage, or transoprtaion reasons, etc. But having round head bolts with rusted steel washers is a sin and is going to make your job removing the more difficult. Take your time, don't rush, use plenty of lubricant applied frequently, try to "work" the bolts out and in until they unscrew easily, use a hand impact tool, you'll need a hammer and maybe vise grips when you strip the slots in the heads of the screws [assuming these are round head slotted screws and not phillips or torx or squared holes] a file may also come in handy.
