I have always thought the rule giving right of way to vessels constrained by
draft has been overused by Bay pilots-a whole bunch of the lower Bay is
wider than what could be called a channel. I personally follow what is
called the Gross Tonnage Rule-the big boat has the right of way.
Unfortunately it is not written in the COLREGS ;-).
