[alberg30] Resealing above the ballast

	In Calliope's forward two bilge compartments, the gelcoat over the
top of the ballast casting has lifted up and deteriorated in some areas. I
presume it is in response to a bit of rust on the top of the keel causing
expansion, then further cracking, etc.

	Anyone dealt with this problem? Suggestions?
