Catherine, there was an article in the CB A30 Assn's "Mainsheet" some
time ago that addressed cutlass bearing replacement.    You get to it by
removing the stern casting which is threaded onto the stern tube.  (The
propeller has to come off first).

Re your A4.   $4,000 CDN ( approx. $2,700 US) seems excessive for an
overhaul/rebuild, assuming your castings (and crankshaft) are
serviceable.   You should be able to buy a completely rebuilt engine
(with all accessories; carb, starter, alt., distrib., pumps, etc.) for no
more than $3,000 US.    And are you certain you need a heat ex?     Many 
of our raw water cooled A4's down here on the Chesapeake (briny, salty
water) are still kicking well past the quarter century mark.
