The packing fits inside the nut.

Using an ice pick or a small knife, or a dry wall screw, or what ever you 
have, carefully pull all the old packing out.

Take the new packing (I believe the correct size is 1/4 inch) and rap it 
around the shaft. Using a hammer lightly flatten the packing. How cut the 
packing on a 45 degree angel to the shaft to rings with overlapping ends. 
Take these rings one at a time and force them int the nut taking care that 
the cut ends are not one over another.

Put the nut back on the snug it up then back it off a turn or so. The correct 
setting con Not be made by feel. It must be made in the water. Once in the 
water the stuffing box should be leaking. Now is the time to tighten it until 
you only get an occasional drop. If you over tighten the box, you will not 
get water needed to lubricate and cool it. 

While the engine is out it is also a good time to replace the rubber hose 
that connects the stuffing box to the stern tube.
