Jim,

I believe that leaking chainplates are more likely the cause of a
wet shelf in the vberth.  I would check that, first.

As to recaulking the toerail, well, I don't have much faith in 
silicone caulks for the long haul.  And they can cause problems 
getting anything else to stick, later.  Take a look at Rule
Elastomeric.
