If you don't want to pull the mast, try an "electrician fish tape."  
Electricians use them for snaking though walls as well as pulling wires 
though conduit.

Cut a short piece of the end of the tape and bend a tight hook in it. This 
piece will be used by the person at the top of the mast to catch the tape 
pushed up the mast.

Bend a tight hook in one end of the tape and push it up though mast.

The person at the top should be able to hook the tape that was pushed up the 
mast. If the end were bent correctly the two hooked ends should connect 
allowing the long tape to be pulled out the top hole. 

Once you have the end out you can either marry the new wires to the tape or a 
tag line and pull them thought the mast.
