That might be OK for a water tank, but I wouldn't trust it for 
a holding tank.  You want something really REALLY impervious
for that.  I think high-density polyethylene is probably the
best material, and even that has to be rather thick.  This
is what the better manufacturer's use.

For a custom-built tank, the mold costs are probably too great
to use polyethylene.  You'll probably have to use aluminum.
I would be wary of corrosion issues, but you could ask the
fabricator about that.  Remember, this is a really corrosive
substance you're putting into this tank.  If you don't think
so, just look at the divider walls in a public restroom.
