[Alberg30] chartering

I share your sentiments, Gord!

This kind of bureaucracy no doubt has roots in lobbying from days gone by on the
part of American shipbuilders and perhaps their unions to assure that no foreign
made vessels could access the U.S. markets and thus underbid American boat
builders.  What the H.. that has to do with sailors on their small charter boats
is anyones guess!
