Gentlemen: A30 # 219 has a plate at the base of the mast for accomplishing
the purpose you describe; I had it made up some years ago, and matched the
holes in the mast step, so it forms a sandwich (from the deck up) of
teflon/plate/teflon/maststep/mast. there was enough extra thread on the
maststep bolts to accommodate. The protruding "ears" on the plate have 1/2
inch holes spaced around the upper edges for attaching single or double
blocks, which turn the lines and feed them toward deck organizers mounted on
the forward cabin top. The lines are secured in the conventional manner at
the rear of the cabin top.  It was pointed out to me after I had the plate
made that the front "ear" would interfere with the opening of the forward
hatch, which it did, so I removed the ear. The teflon in the sandwich is
intended to isolate the stainless plate from aluminum maststep and mast, and
the deck.

Plates of this sort are commonly sold in weights and sizes appropriate to
much smaller boats; nothing was available in the size necessary for the
Alberg...which is why I had it made; I don't remember the cost.  I thought
at the time that drilling a relatively large number of holes into the area
near the base of the mast to mount turning blocks was a relatively poor
idea, and still do.
