[Alberg30] Replace teak toerail/caprail with aluminum perfora ted web rail

I got "5 quarter" rough teak (1 1/4 inch unplaned thickness) which works 
out nicely. I did taper it to match the rest before installing sos did not 
use it square. Be prepared to mortgage your first-born for the teak...
