George is right, in fact you DO NOT want to connect the counterpoise (RF
antenna ground) to the boat grounding system.  This will usually lead to
problems.  The counterpoise and the <backstay> antenna do in effect form a
dipole.  The two important parts are 1) the length and 2) use flat copper or
the flat twin lead.  At RF, round wire is highly resistive.
