Even with the foam luff the 135% won't be great when furled to a 90%. Better
than not having the foam, but not great. (I've got a foam luff on mine)
Other than that, I think your plan is OK.

30 knots of wind?  What would a 60 sq ft Gale Sail perform like in 30 knots
with a double reefed main?  Would I be miserably underpowered?
