I don't have an SSB on the boat, but the word I get from hams is that a 
copper foil run the length of the bilge works better.  What you need is 
not so much an "earth ground" but counterpoise to the antenna.  Even a 
dynaplate seems to be a marginal ground system at RF frequencies.  I 
guess that the ocean just isn't a very good RF conductor.
