Perhaps you might consider using net or mesh restrainers similar to interior leecloths to keep the 'stuff' on the shelves but making it quite easy to access anything against the hull and deck from inside.

We've made many items of this nature for ourselves and other boats and they work quite well without a lot of carpentry.
