[Alberg30] Rudder

I am running out of time at the yard and after sanding all of the bottom 
paint off and inspecting the Gudgeons Middle and Bottom
it appears that the only thing holding the rudder on is marine growth and a 
couple of nubs of the screws---
The Middle one has pulled out about 1/2 diameter of the screw---- but 
rudder works fine without binding--
I don't know what is between the side of the gugeon-- is it solid and if so 
instead of screws I could bolt from side to side-- thoughts?

The bottom one --do the screws go across into itself like the middle or 
into something solid in the bottom of the keel --I really need to come up 
with a stategy  -- will it be necessary to remove the rudder ------- I hope 
not -it's not in the time budget and is really hard to do in the water.
