[Alberg30] Deck Pipe installation

Dremel makes a cylindrical rasp type bit that is exactly the height of the
balsa coring. After cutting the hole, I use the Dremel bit to cut the core
back about a 1/4 - 3/8 of an inch (the radius of the tool) and fill the gap
with Marine Tex Epoxy to prevent moisture from getting into the core and
then bed and install as Mike suggests.
