Not necessarily, older boats may have a fine tiller. You should 
replace/repair it when the wood shows signs of delamination. You should also 
inspect the metal fitting for signs of wear/cracks. I have found that if you 
take the tiller out of the metal fitting and inspect the holes and the 
fittings, annually, you can greatly minimize your chances of failure. 
Keeping the tiller covered and keeping it sealed with a fresh coat of 
varnish each year, extends the life expectancy of the tiller.

Probably a silly question, but other than the obvious signs of cracks, etc.,
is there a rule of thumb on replacing a tiller?  So many seasons?  Should
you just assume to replace it when you've purchased an older boat?
