As Michael says, there are documentation services.  We used one when we 
bought our boat (the loan company required documentation), and, though 
it seemed expensive, I think it was a wise choice.  They had to chase 
down every previous owner and procure the proper bills of sale to file 
with the Coast Guard.  Our job was easy; we just had to write the check.
