Tim, we (my architectural firm) did a project in McAllen, TX.  Are you
anywhere near there?  Aren't you lucky to have 15-25 on a regular basis?
Only help I can give on the sail thing is Rolf Townsend, one of the better
racers in the Chesapeake Bay, once told me his #1 (which I believe is a
180%) is good up to 18 knots.
