[Public-list] Chainplate covers

Just out of curiosity, Don (and the rest of you), why not weld the
chainplate covers to the chainplates themselves? Would that not guarantee a
watertight fit between the chainplate and the cover?

One could then caulk around and under the cover as one would for any other
piece of gear mounted on the deck. 

I am guessing (with no practical knowledge) that there wouldn't be much
strain on the chainplate cover. I gather its only purpose is to keep water
from trickling down the chainplate into the deck or hull. Is that correct?
