Patty,
I agree 100% with C.B. Currier.  Time is of the essence.  The salt water most likely has not affected the internal engine parts much. Get the starter to work first and turn over the engine with Marvel Mystery oil in the spark plug holes with the plugs removed. Remove the distributor and clean well with carburetor cleaner.  Flush clean fuel through the fuel pump, do you have a fuel pump?  My Gray Marine does not.  Forget the fuel tank for now use a plastic gasoline can as a temporary fuel tank.  Remove the carburetor and clean out, spray carb cleaner into all the small passages and reassemble.  Wipe down all the wiring, wipe 'Armor-all" on all the wiring.  Clean off the coil and dry thoroughly. Remove the starter and blow compressed air into to remove the water residue. Get a battery and restart the engine, Presto!!!       These are VERY simple engines and respond well to just a little care.

Simply because the water got into the crank case does not mean the engine
is bad.
The fact is you should drain the crank case of all oil and water. Then
refill with new oil. pour marvel mystery oil in to the sparkplug holes.
(just a little) Also put some stp oil treatment into the oil. Clean / dry
out the distributor. Finally change the gas and clean out the carburator.
get a new battery and try starting the engine. If it runs let it run for a
good while. If it does not check the wiring. Particularly condsider
replacing the condensor. Then try starting again. Should be fine.

Do this asap!!!!!!!

You motor will likely come back healthy as when she went under.
However the longer the wait the more likely it will cost to repair!

Finally after a good run stop and replace the oil. This should do it.
