Not required, allowed.  The early under-ballasted boats were at a 
disadvantage.

Of course, removing the engine and replacing it with an equivalent 
weight of ballast would be a tremendous advantage.  I wouldn't count on 
it going through.  Look how many years it took to legalize a cunningham, 
and even leading halyards aft took a change to the bylaws.  And 
loose-footed mains *still* aren't allowed.  (Dunno why.)
