This is a perfect application for 3M 5200, it cure in water/wet
environments. I would just put a thick coating around the area. Next time
you haul out, I would get back there and dig into the area to really find
out what is going on.

My boat was lunched yesterday after being out for 10 months. I had to
tighten both the prop shaft and rudder shaft packing nuts, as they were
leaking. There remains a leak around the copper tube where the prop
shaft enters the boat. The tube apears to be bedded in some type of gray
"gunk". There is a small shelf or pocket about 3" wide x 4" long x 1
1/2" deep a couple of inches below the tube that I was full of water. I
swabbed it out and it slowly refilled. Reaching the area (even after
removing the spark plugs) is difficult. Can it be adequately cleaned
and rebedded without removing the engine? What type of compound should
be used to rebed the tube? The boat is the later model ,#565 . Would
anyone with any advise please advise?
