[Public-list] Filling Holes

I am relocating most of the cockpit controls back to their original
locations, leaving a set of 1/8 to 1/2 inch holes in the compass cutout. I
also removed the compass.  I would like to fill all these, along with a few
others in the cockpit.

My idea was to 
1) chamfer out the holes from both sides
2) Epoxy in a backing plate from the inside - a rectangular piece for a
group of holes, a single disk for an isolated hole.
3) Fill outside with epoxy
4) Sand, paint inside of compass cutout, which is now a convenient storage
location.

Questions : 
Reasonable plan? - do I need the backing?
What should I use for backing?
Should I fill the larger holes with something? Wood disks?
Epoxy vs. gel?
