George; it sounds as if the caulking is done in the cockpit sole, around the rudder post coming thru the sole. Is that correct? My seepage appears to be from the bottom of the rudder post outer tube, within the under cockpit sole sloping area.Could it be the water is really coming up the tube high on the outer tube, running down the concealed aft surface of the outer tube and then down the slope? Rebedding that isn't hard. Take off the tiller head (loosen the clamp 
bolt and tap upwards with a piece of wood). Unscrew the four screws in 
the corners. Lift up. Clean everything. Mask around it with tape. 
Bed it with lots of caulk. Put everything back.
