Gord,

We have the same problem.  The cable will be replaced while we're doing
some engine work this spring.  As a temporary "fix" which might help a
bit, open the locker, push the lever whichever way it needs to go to
expose more of the rod where it enters the cable, spray the rod down
with a thin lubricant (Kroil, PB Blaster, WD-40 in decending order of
effectiveness) and work the lever carefully.  Repeat several times to
get more of the lubricant down into the cable.

I found that helped some, although the effect goes away before terribly
long.
