Hi David,
 
Your boat is in the transition period between old style and new style. If your toe rail is flat and basically a cap rail over the joint it is attached with wood screws into the fiberglass below. You can remove the wood plugs and unscrew the screws and reattach the toe rail. If your toe rail is a standup (vertical) rail then it is probably through bolted through the deck-hull joint.
