It would be ironic if that paint on coating turned out to be a lead  
based paint in a rubbery medium. Yuck.
As for the foam it's probably a lead coated foam, some of the  
industrial grades are available in multiple layers with high heat  
tolerances and fire proofing. Not cheap or light but its a do it once  
do it right sort of deal. Check out http://www.soundproofing.org/
