Greetings,
    I also have used the foam stuff with silver mylar backing.  There's a
thicker barrier of some plastic in there, too.  About 1.5-2" thick.

    You'd want to apply it all around in the engine compartment-- sides, on
the inside of the engine cover and the inside of the panel in the front.  My
extra pieces were laid inside behind the engine up against the cockpit
floor.  

    It made a noticeable difference.

    It's hard to imagine a paintable substance helping with this unless it
foamed up and dried thick, but even then....
