Yes the pipe wrench should be inside the boat on the inboard side of the tube. It is a bitch to get to you may need to slide the rubber hose off to get enough exposer on the tube to get grip. You might just try to unscrew the housing first and use your judgement about how much pressure is needed. It may unscrew fairly easy and you would not need the inside wrench. On the other hand if you really have to lean on it, the inside wrench is probably needed. Hope this helps.
