Mike Lehman is correct.  The engine should reach full rated RPM and run at about 75% for most of its life.  Running a modern small diesel too slow may save some fuel and be quieter, but will generally carbon up and be more prone to overheating.  Neither a cheap option.  If you can't hit rated RPM you probably have too much prop (diameter and/or pitch).  Michigan Wheel has a good site for discussing diesels and props, also Yanmar Help.
