I'm not absolutely sure what you have there, but I've done a fair bit of 
glass repair and application. I would probably chose to chisel out the 
loose stuff, grind or sand smooth enough to apply new tape. This is 
probably not entirely cosmetic, if so, why not glue/screw in a strip of 
molding? That bit of stuffing in wet glop is never very good or 
reliable, air bubbles, mess, yuch!Good luck, Roger
