You might want to try several approaches.  This also depends on what you have on the bottom and what you want to put on the bottom.  If you want to install a protective barrier coat, for instance, you need to go down to original gel cote and then some, sand it smooth and make it surgically clean.  If only have ablative is on the bottom and wish to reapply ablative your work is much easier.  If you have layers which appear like flaking old oil paint on a house, then a metal scrapper will work quickly to remove 85 % of the old paint.  I used a 1-1/2" wide stiff putty knife filed flat on the edge with slightly rounded corners.  Once you have a broken edge of paint you can attack it from the side running parallel with the edge about one half the width of the putty knife blade.  Depending on the situation this will zip off the heavy layers of paint fairly quickly.  With what is left you will need to sand or strip.  The scrapping step is the first and is used to reduce the volume of what needs to be sanded or stripped. 



Do you want the smoothest racing bottom or just one that won't grow barnicles?  The smoother the bottom finish the more work involved.

Any suggestion for removing 20 years of ablative copper bottom paint. 
The concerns I have are environmental, personal health, and either 
chemical or mechanical methods. What has worked best, quickest with the 
least personal toxicity.
