Dan,

 

The stuffing box should not drip when the engine in not running or the boat is not in gear. When the engine is in gear it should have a small drip about every 5 seconds or so. It could be that you just need to tighten the packing nut, or it could be that you need to re-pack the stuffing box. Both can be done with the boat in the water.
