[Public-List] This may be a problem for long distance cruising

Interesting.  Here in Canada we are required to have a Pleasure Craft Operator's Card in order to operate a motorized recreational vessel (even if that vessel is a sailboat with an auxilliary).  The difference is that it is a national standard and also a national requirement as opposed to a provincial one.  It is not clear from the New Jersey police link whether New Jersey would recognize our card and standards.
