Richard, I took another look at your photos.  Looking at 
http://alberg30.org/maintenance/Steering/Rudder-SunSpur/AlbergRudder006.jpg 
I can see that your gudgeon is one-piece, and there's a pintle on the 
rudder just below it.  I think you'll want to remove that and 
investigate how to replace the pin in it.

If you take both the pintle and gudgeon off, please take photos of them 
(both as-is and after replacing the pin) for the web site.  I've not 
seen this arrangement before.
