George,
I believe that my rudder is mounted the same way. If you look at http://alberg30.org/maintenance/Steering/RudderVarieties/Wooden/Photo9.jpg
that seems to be the same arrangement and parts that Richard has on his rudder. Our hull is #39 so these may have been parts available to Whitby in the early days but not in the later years of production.
