As others said, fill the filter bowl before you install it, however if you don't have a priming lever on your mechanical pump (mine doesn't) the other thing you can do is spray some starting fluid on the carb. throat to get the engine running.? If it starts dying, give it another quick squirt and before long it'll be sucking from the tank unless you've got other problems.

This avoids unnecessary wear on your starter and nerves (I hate sitting there holding the button for long).
