With an electric fuel pump I can pull the fuel from the gas tank and
fill the filter bowl in a fairly short time. - the fuel pump is wired to
the "run" switch. I once used a primer bulb but had two of them fail on
me and gave up. You want to be careful not to crank the engine too long
unless you turn off the raw water thru-hull (this can fill up the
water-lift muffler and flood the engine with water).

As others said, fill the filter bowl before you install it, however if
you don't have a priming lever on your mechanical pump (mine doesn't)
the other thing you can do is spray some starting fluid on the carb.
throat to get the engine running.? If it starts dying, give it another
quick squirt and before long it'll be sucking from the tank unless
you've got other problems.
This avoids unnecessary wear on your starter and nerves (I hate sitting
there holding the button for long).
