The fuel or the butane burner it's self is not illegal in Canada.  What
the problem is this, to use your boat as a home and consume alcohol on
board you must have functional head, sleeping accommodation, an installed
functional galley and must be anchored or aground.  The powers to be have
declared that portable/camping stoves do not qualify.
